City of Commerce, California – Pavement Management Plan
Located in the heart of the Greater Los Angeles area, the City of Commerce presents one of the most demanding pavement management environments in Southern California. The City’s network consists of a complex mix of asphalt and concrete pavements subjected to exceptionally heavy truck traffic, resulting in accelerated pavement deterioration well beyond that of a typical municipal roadway system. Wide industrial intersections and major interchanges further required customized analysis beyond conventional pavement management practices.
Our team developed a data-driven Pavement Management Plan tailored to Commerce’s unique transportation network. By modeling accelerated deterioration trends and optimizing maintenance and rehabilitation strategies, we identified the investment levels required to maximize long-term pavement performance. The analysis demonstrated that the City’s existing funding was sufficient only to maintain its current average PCI, making additional investment essential for measurable network improvements. We also identified roadway segments where rapid deterioration rendered certain preservation treatments ineffective, enabling the City to prioritize the right treatment at the right time and maximize every maintenance dollar.
